The Council members

 

The nine members composing the Higher Council of the Audio-visual Communication are:

 

Ahmed Ghazali, the Council’s President

Born on June 15, 1948 in Tafraout, Ahmed Ghazali obtained in 1987 a Doctorate of State in Private Law and is, since 1992, a Professor at the Faculty of Law in Rabat. Successively Director of the Cabinet of Minister for the Human Rights (1993-1996), Director of the Cabinet of the Minister of Justice (1997-1998) and then Ministry of Justice’s Secretary General, Ahmed Ghazali is appointed President of the HACA on November 13, 2003 by His Majesty the King. Author of several works, articles and studies on the Moroccan law, the co-operative law, the associative law, the communication law, he took an active part in the foundation of several development associations, such as the Moroccan Association for Solidarity and Development (AMSED: Association Marocaine de Solidarité et de Développement), the Moroccan Association for Small Enterprise Development (AMAPPE) or the Association for the Development of the Daraa Valley (ADEDRA). Knight of the Order of the Throne and Officer of the National Order of Merit, Ahmed Ghazali also chairs the Al AMANA Association for the micro-credit.                          

 

Naima Elmcherqi, member

Born in Casablanca in 1943, Naima Elmcherqi is a highly skilled artist in theatre, television and cinema. She revealed her talent of actress through many plays within the most prestigious troops of the Kingdom: Maâmora, Bassatines and Masrah Al Ouns or within the company of the RTM with which she obtained, at the Arab Radio and Television Festival in Cairo, in 1998, the price of the best Radiophonic interpretation for the serial "Amina". Since 1964, she appears regularly in television through programs and serials. She obtained the first female role in the serial "La Famille Ramdam". She also took part in more than 20 Italian or French films and played in many Moroccan films such as "Noces de sang", "Fatine", "La bataille des trois rois", "Lalla Hobbi" and "Rue des Hirondelles". Voluntary ambassador of the UNICEF, Naima Elmcherqi is also an adviser at the National Observatory of Children's Rights, Assistant to the President of the National Union of Theatre Professionals and President of Watanouna Forum.                       

 

Salah-eddine El Ouadie, member

 Salah-eddine El Ouadie was born in Salé in 1952. This teacher, holder of a license in Philosophy, obtained in 1987 a diploma of in-depth studies in Political Sciences at the Faculty of Law of Montpellier. General Manager of a SME between 1985 and 1994, he conceived, prepared and presented the program "Instant de Poésie" on 2M TV in 2001 and 2002. He participates since 1988 in several associative activities. Founding member of the Truth and Justice Forum in 1999, he is, in 2004, appointed by His Majesty the King member of the Equity and Reconciliation Authority (IER). He is also President of the association "Cité Solidaire". He published collections of poetry, stories, as well as various articles in the national and international press.

 

 

Ilias El Omari, member

Born in 1967 in Al Hoceima, Ilias El Omari studied Business Management. Owner of a communication and editing agency, General Manager of a communication company then administrator of the "Holding Transnational de Négoce", he is a contractor today. Member of the Board of Directors of the Royal Institute of Amazigh Culture (IRCAM: Institut Royal de la Culture Amazighe) and of the National Amazigh Movement.  Ilias El Omari is also member of the Moroccan Human Rights Association and chairs the Association for the Solidarity and Development of the Rif (ARID: Association du Rif pour la Solidarité et le développement).

 

 

Mohamed Naciri, member

Born in Casablanca in 1939, graduated in literature, in law and of the Moroccan Institute of the High Studies, Mohamed Naciri took the oath as a lawyer in 1964. He became First Secretary then Director of the Conference of the Bar internship of Casablanca. President of the bar for the Order of Lawyers at the Bar of Casablanca, he was several times member of the Council of the Order then, in 1993, member of the Constitutional Chamber of the Supreme Court and, between 1994 and 1999, member of the Constitutional Council. He also acted as a counsel of several ministries, public institutions and local communities. This lawyer, Knight of the Order of the Throne, directed the "Gazette des tribunaux marocains" for 6 years and published a "practical treatise of procedure in civil law" as well as many articles.

 

 

Mohamed Noureddine Affaya, member

Mohammed Noureddine Affaya was born in 1956 in Salé. Graduated from the Faculty of Educational Sciences and holder of a PHD in Philosophy, he was on a temporary assignment to the National Council for Arab Culture between 1985 and 1990. Professor at the Faculty of Letters of Ben M'Sik in Casablanca between 1991 and 1995, he teaches today at the Faculty of Letters of Rabat. He hosted the programs "Diwan" on 2M TV between 1991 and 1993 and "Madarate" on TVM between 1999 and 2003. President of the Association of Research in Intercultural Communication (ARCI: Association de Recherches en Communication Interculturelle), he published many works of which the most recent are "Questions de Renaissance au Maroc" and "La pensée et le pouvoir, pour une culture de la reconnaissance au Maroc".

 

 

Al Hassane Bouqentar, member

 

Al Hassane Bouqentar, a professor at the Faculty of Law in Rabat since 1977, was born in 1954, he has a PHD in International Relations. He was also a professor of Geopolitics at the Royal College of Higher Military Teaching in Kénitra and part-time professor at the ISIC. He is the author of six works dealing with international relations and political sciences and regularly publishes chronicles in Arabic newspapers and reviews. He participates in simulcast programs through the Moroccan and international media.

 

 

Naďm Kamal, member

 Born in Sefrou in 1953, Naďm Kamal studied Political Sciences in Rabat. Journalist since 1976, he occupied, in 1984, the position of official representative at the Cabinet of the Ministry of Planning, of Executive Training and Vocational Training. His career path allowed him to occupy the positions of chief-editor of the monthly Maghreb Magazine between 1992 and 1995, of columnist for la Gazette du Maroc between 1998 and 2002, consultant for the Management of the newspaper L' Opinion in 2001 and coordinator for the editorial committee of the electronic newspaper lobservateur.ma between 2002 and 2004.

Member of the Municipal Council of Rabat-Hassan between 1997 and 2002, he was executive Vice President of the Prefectorial Council of Rabat between 1998 and 2003.
