The President’s word

 

The consecration of the freedom of audio-visual communication in Morocco comes, quite naturally, to supplement and reinforce the spaces of freedom opened gradually by the process of the deep democratization of our society.

 

Like any major freedom of this kind, this freedom is assorted to legal and institutional conditions likely to allow the balanced and responsible exercise of the rights that it offers.  The High Authority   for Audio-visual Communication   is called to assume a central role in this new and auspicious configuration, as an independent administrative authority of regulation.

 

Through the harmonious conjugation of the efforts of its deliberating body, the Higher Council  of Audio-visual Communication   (CSCA) and the operational structures of its General Directorate of Audio-visual Communication   (DGCA),  the High Authority   has to use its capacities so that this freedom impregnates effectively and durably the national audio-visual media life. It must take care that the Radio and Television services in activity are sufficiently professional, complementary, diversified, appealing and attentive to the rights of the audience for pluralist, objective and honest information and to the respect of the private life and dignity of the individuals.

 I am convinced, however, that beyond political, normative and institutional measures, the future of the audio-visual liberalization thus started will depend initially on our capacity of cultural regeneration and mental adaptation, individually and collectively to the fundamental requirements of democracy and the respect of others.

 

I call, consequently, for the responsibility, the contribution and the caring of all, whether they are regulators, media professionals, lively forces of the country or the audience in general. The audio-visual communication sector is a strategic one. Therefore, it requires a high level of planning, efficient management, rigorous follow-up and permanent mutual and collective questioning. Only by fulfilling these conditions, we will achieve the challenge which is ours: promote pluralism, diversity, credibility, the proximity and the quality of our audio-visual media.
